Ministry of Labour and Social Protection of the Russian Federation presented a list of employers and customers exempt from the ban on hiring Turkish nationals starting January 1, 2016.
The list includes 53 companies and organisations based in the republics of Bashkortostan, Crimea, Tatarstan, Krasnodar Territory, Vladimir, Kaluga, Moscow, Nizhny Novgorod, Samara and Tyumen regions, Moscow, St Petersburg and Yamal-Nenets Autonomous Area. These are organisations that are involved in construction, the auto industry, production of construction materials, polymeric tubes and fittings, plumbing equipment and flooring. They could hire Turkish citizens starting January 1, 2016, while maintaining the number of Turkish employees as of December 31, 2015.
The list was drafted by the Labour Ministry pursuant to Presidential Executive Order No. 583 “On measures to ensure the national security of the Russian Federation and the protection of Russian citizens from criminal and other unlawful acts, and on special economic measures with regards to the Republic of Turkey,” dated November 28, 2015.
The Government issued a resolution approving the list of employers and companies that are exempt from the January 1, 2016 ban to hire nationals of the Republic of Turkey who were not providing services under employment or service contracts as of December 31, 2015 (hereinafter referred to as the “list”). The list was drafted in consideration of suggestions from federal and regional executive authorities of the Russian Federation.
