According to RT, the report, entitled “National Security Threat,” was about to be presented by Ilya Yashin of the opposition party PARNAS on Tuesday at a special event. But the star of the report beat the author to it, sharing a .pdf version of the paper in an Instagram post.

The author of "National Security Threat", Ilya Yashin, is a close friend of opposition leader Boris Nemtsov, who was killed in February last year, and a leading figure in the latter’s RPR-Parnas political party.

The Guardian says the report also details Kadyrov’s possible involvement in a spate of apparently politically motivated killings of journalists, human rights activists, and political opponents, including that of Nemtsov. Moreover, Yashin also asks why Putin has allowed Kadyrov to assemble a 30,000-strong, heavily armed private army, commonly known as the Kadyrovtsy.

The report also says Chechnya has received billions of rubles in subsidies from the federal budget and has been a source of fighters for Islamic State, a terrorist group banned in Russia, informs The Moscow Times.

Yashin welcomed Kadyrov's publication of the report, saying that it will play in opposition's favor.
